Mobs are an unattractive part of a society, so rules are made & people are elected to maintain a society's attractive parts. Elected people who don't maintain the rules (on purpose) are worse than mobs. New mobs will now emerge & call themselves civilized. This is why free republics will hold elections of their public officials.
