You're right, working with colored pencil(s) is difficult enough, but when you choose a pebbly grained paper to work on, you've increased your problems enormously. But I had gone too far to start over, so I just grit my teeth and finished it. Should have used pastel, at least I could have rubbed some of the colour into the paper crevices.
