Artist Reply: This is a filter called Fractalius, I purchased it online, and use it with my Adobe Photoshop 3.0 Elements. It has awesome affects as you can see. I have used it also on old houses, different items. In my gallery there is a subcatagory I have listed where I used different filters, I also have Lucis filter that makes photos look similar to the works of Norman Rockwell, I just love it. Type in Fractalius in your search engine on the net, and check it out.
