Great capture. This is indeed a yearling (between 1-2 years old) Red-tailed hawk. You can tell because of the markings on the tail. According to a wildbird/rapture rehab expert in my area Red-tail hawks have the barring you see on this tail instead of the classic red tail until they are at least 2 years of age. I would say that based on the size it would be female (larger ones are female). (ended up checking with expert when I got photos of a Red-tailed hawk that had the barring and no red tail and couldn't find any species of bird that was shown to have the specific markings they had. I posted several pictures of her on my site if you want to see a clear shot of the under side of the tail )
