I think that they do. Watercolor pencils count also, and charcoal pencils, and carbon pencils. If it is in a pencil form you still draw with it at least at the beginning. It is hard to mix a black and white medium with a color one and make it look good, but it can be done. I think that what you use and how you combine things, if at all, is largely a matter of personal taste and how you like doing things. I think that with anything you get about as much out of it as you put into it. People tend to minimize graphite art, but there can be a lot of time, skill, and artistic expression that goes into it.
